Proposed Measure to Rent Registration to Benefit Taxpayers Start Today, Oct. 15 Oregon education and local home and property owners will benefit through passage of the teacher-sponsored initiative mea sure Which will be voted on by th«' public thia November, according to arguments outlined In the current issue of the Oregon Educa tion Journal whl< h went out to the teachers of the state this week. The m«asure would divert excess state Income tax ie«'elpts to local school districts throughout the state to be used as an offset on local district property taxes. Sponsored by the Oregon State Teachers’ Association, the bill is designed to secure several benefits for education. It provides for the «*quallzatlon of the support of public education. At the same time no additional revenue woul<l b« received by the schools arc id the local home owner and property owner would be given a measure of tax relief. Excess Income tax funds would be distributed to school districts on a basis of the actual days attendance of pupils in the dis tricts. "The bill was evolved by the Oregon Htate Teachers' Association legislative committee to promote a more efficient system of public education In our state.” the Jour nal article says. “It la designed to aid the local property taxpayer, to bring Oregon in line In school fl nan« Ing with the national trend, to equalize the support of public education, and to promote the democratic principle of equal educational opportunity for all children. "The bill I Is expected to promote more state Interest in public education and to help In the development of Oregon industries. And all this without the need for, or the expectation of, additional school revenues." At present. It Is pointed out. 98.3 per cent of the support of Oregon's schools comes from the local taxpayer. Looker, Director of the Medford Defenae-Rental Area, today announced October 15th as opening registration day, and list ed locations where Landlord’s forms may be obtained ,as fol lows: ASHLAND at the Chamber of Commerce. MEDFORD at the First Nation al Bank and at the United States National Bank. CENTRAL POINT at the office of Guy Tex. EAGLE POINT at the First State Bank GOLD HILL at the office of Mrs. Nellie Reed. "In order to render the greatest possible service in this area, we have selected these distribution points to permit wider coverage," Mr. Looker said. In announcing these addresses, the rent official expressed the government’s appreciation for the cooperation given by those who are permitting the Rent Control Director to use space in their in stitutions. Mr. Looker urges all owners and operators of rental living quarters to immediately obtain the necessary forms, fill them out properly and return them with the least possible delay to the rent contjpl office. Failure to do so will be a violation of the provisions contained in the price control act, which violation sub jects delinquents to both civil and criminal prosecution. Week-End Travelers Swamps Bus Lines Over fifty per cent more people are riding by bus today than ever before, according to F. W. Acker man, Vice President of Pacific Greyhound Lines. While a major ity of the new bus passengers are men in uniform and war workers. Mr. Ackerman pointed out. present driving restrictions on private cars have also created thousands of new bus riders, and the rationing of gasoline will soon make even more people dependent on public transportation. Service men use the buses in much greater numbers on Fridays. Saturdays. Sundays and holidays. There is no slackening in trans portation to the war plants, most of which never close, and week ends and holidays are also the favorite travel days for the general public. As a result buses are completely swamped on these days. The Office of Defense is now requesting that the general public voluntarily reduce their week-end and holiday use of public carriers, that only trips that are absolutely necessary be made, and that such traveling be done on Tuesdays, Wednesdays or Thursday. Mr. Ackerman summed up the problems and policy of Greyhound on war time transportation in the following words: ‘"Never has public transporta tion faced such problems as it does today. Greyhound alone has carried over 75 million passengers since Pearl Harbor, and handling this enormous volume of traffic has taxed every facility to the limit. It is difficult to get new buses, and we are losing hundreds of our trained personnel to the armed forces. Unnecessary serv ice is being eliminated, and every effort is concentrated today on providing Just one service—essen tial transportation for those who must travel to help win the war." --------------- •-------------- - Citizens Asked To Gather More Scrap "If we are really so hard up for scrap, then why the blazes do they let stuff pile up for days before hauling it away?” That is the question heard more and more often as victory stock piles of scrap metal, rubber and rags are built In every community In the United States, said Major V. Williamson, Camp Lyman White, Oregon, salvage officer in charge of the Army scrap drive in county, today. As Jacksonville local ««rap drives gain momentum, towering stacks of miscellaneous «crap will appear In vacant lots, -lty squares and rural crossroads. "Victory stockpiles must become a permanent fixture in America’s wartime economy." Major Wil liamson declared. "They must by replenished constantly until the war Is won.* The need for scrap will be urgent Just as long as the need for guns and ships and planes Is urgent.” Victory stockpiles are America’s open-air warehouse for salvage, where the scrap reserves are stored while awaiting their call to the mills. Major Williamson said. As long as the government and in dustry know the extent of the reserves, and know where they are. there is no danger of a decline in production. ’If every community insisted that their stockpiles be cleared away immediately, the resulting rush would tie up thousands of freight cars that are more urgently needed for other purposes.” Major Williamson said. "As long as vic tory stockpiles are high, no fur nace *wlli be allowed to close for lack of transportation facilities. The scrap will be moved when it is needed, not before and certainly not after." Unknown reserves now hiding tn 30 million American homes muit be brought into the stockpile*«, Major Williamson emphasized. Ones in the piles the scrap will be moved to the mills as fast as needed. In the meantime, the very height of the piles should be a source of pride to the communi ties that build them, the Major said. --------------- •--------------- FIRST FATHER HONORED— The honor of “firjt father" in Camp White, Oregon goes to Ser geant Lloyd E. Stone, of the Serv ice Command Unit, who became a father on September 24th. The child, a boy. was born in San Francisco, California, and weighed 7 pounds SHounces. The baby was christened John Lloyd. Sergeant Stone recently returned from a short furlough in San Francisco, California, and reports that both mother and son are do* ing well.
